COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG)
NOTIFICATION OF AVAILABILITY FOR PUBLIC REVIEW
The Department of Community Development is in the process of preparing its 2010-2011
Year 36 Consolidated Annual Performance and Evaluation Report (CAPER), including a
report on the affordable housing activities, for submission to the Department of Housing
and Urban Development (HUD) on August 24, 2011. The CAPER details how the City of
Cleveland spent federal CDBG funds between June 1, 2010 and May 31, 2011.
Copies of the City’s Year 36 CAPER are available for public review at:

The actual document is over 1000 pages long and I was told that it would cost me over $100.00 for the City to make a copy to zip drive (they offer the option to save to disc).
I will expand this post as I have time--but I want to emphasize here that there is a lot of money made available to the City of Cleveland. YOUR money. And, the accounting stinks. Given so much money, I have to ask myself, why the Mayor of Cleveland choose not to find a way to make some of this money available to keep the critically essential Rec Centers open for our youth on Saturdays??
You may remember that former Mayor Jane Campbell closed the center on Saturdays with disasterous consequences. To his credit, Jackson reopened them and now, on the QT, closed them again.
If you review the full document, there are a lot of zeros in the Excel form that essentially accounts for the use of your money. I will attach some images here, but if you get the chance--please go downtown and review the full document. It would be great if Rich Exner from the Plain Dealer [2] would request the full document. He is great at presenting data. But, his handlers may not allow it.

LCP: I feel your pain.
For years, I have lived in CLE and have tried to be a responsible community resident. But, the reliance on federal monies and the shell game used to siphon off those HUD monies to CDCs and now the colossal fraud known as the Land Bank - it is killing us:
Summers succeeded FitzGerald as Lakewood's mayor in early 2011. Both he and Sutherland, mayor of her outer-ring suburb since 2000 and the longest-serving chief executive in Bay Village history, believe more government subsidies that encourage investment in Cleveland and the inner-ring suburbs are essential to Cuyahoga County's economic future.

It is not beyond our new technology and social media world- we can hold officials accountable. All government should be transparent. It needs to happen. NEO government can't play dumb forever. We need to take over the administration of our future through a citizen dashboard.
