Does air pollution improve civic behavior? or cause anti-social behavior?

Now we know from Norm Roulet's extensive reporting here on Realneo that childrens' blood lead levels are way up over the norm in many (mostly down wind eastern) areas of Cleveland, Ohio and suburbs. 

Could it be that the chemicals in the air are affecting persons and causing what is politely called anti social behavior?  

The night time is the right time to use the least expensive fuels, slow down the bag house fans, and let the pollution go!....down wind.
