One of Gus Frangos' shell LLC properties directly next door to fire hydrant restoration company.

 

Liberatore Noce, owned and operated Libby Construction Company, Inc., and owner of Noce Enterprises, Inc., pleaded guilty to paying bribes to City of Cleveland Water Department employee for contracts totalling 3.8 MILLION DOLLARS to repair and restore fire hydrants.  http://www.fbi.gov/cleveland/press-releases/2009/cl031009.htm

 

The bribe must have been for long term contracts from the Cleveland Water Department as the Noce Property is full of fire hydrants-  AFTER the conviction for bribery regarding restoration of fire hydrants. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 Business for the convicted bribe payer must be booming as the business  ran out of room to store the fire hydrants.

The over flowing fire hydrants are stored almost on the property line next door to the business.  (see first photo above)

Despite paying bribes to get the millions of dollars in water department contracts, the city appears to still have contracts with this company.

The controversial property neighboring the fire hydrant business was previously owned by Gus Frangos', President of the Cuyahoga County Land Bank, shell LLC properties.

Frangos hid the property behind Quinn Court Properties, LLC.  

The property has a long history of failing to timely pay property taxes for several years- despite Frangos' six figure salary being paid by the collection of delinquent property taxes.

The numerous houses previously owned by Frangos' shell LLC also had a poor history of simple maintenance.

Years of neglect caused the nearly 10 rental properties to rot away and blighted an entire neighborhood- despite Frangos receiving a six figure salary to fight neighborhood blight.

The mortgage for the shell LLCs owned by Frangos was not paid for years and led to a foreclosure lawsuit- despite Frangos' six figure salary to fight foreclosures.

No court cases were ever filed in Cleveland Municipal Housing Court for the shell property that should have been demolished years ago.

 I guess it pays to have political connections.  Inspectors looked the other way for years while targeting others for petty code violations.

 

Gus Frangos, President of the Cuyahoga County Land Bank,  lied about his ownership of this property.  

He filed deeds only after I reported on his con game.  The deeds were filed several years AFTER Frangos alleged he sold the property.

A false affidavit by Ladon Ruffin, Gus Frangos hired agent, was also  filed after I reported on this scam.

Pastor Ladon Ruffin (Frangos' hired agent)  appeared in court, raised his right hand to GOD, and testified Frangos owned the property and he was hired by Gus Frangos to collect the rent:

 

After I reported the scam and after Pastor Ladon Ruffin swore to God that he did not own the properties, Pastor Ladon Ruffin signed an affidavit claiming he was sole owner and had been for several years- despite testifying under oath that he was not the owner.

Gus Frangos' shell LLC property - which should have been demolished years ago- recently sold to the NOCE family in an apparent move to expand their MULTI-MILLION DOLLAR fire hydrant business.

The NOCE family owns several parcels of land to the rear and side of Frangos' shell LLC property, and now they own Frangos' dumps so they can expand their business:
