But, at the last minute, the Puerto Rican government extended the deadline until Sept. 30.

Volunteers from the Legal Aid Society of Cleveland will help people through the application process at a free clinic that runs from 1 to 4 p.m. Wednesday at the Spanish American Committee, 4407 Lorain Ave., Cleveland.

 

There also will be a free clinic on July 28 from 1 to 4 p.m. at the House of Praise International Church, 4321 Elyria Ave., Lorain.

Much of the identity fraud in the United States involves birth certificates from Puerto Rico, according to the U.S. Department of Homeland Security. Puerto Rico's legislature decreed the changes in December, after raids broke up a criminal ring that had stolen thousands of birth certificates from Puerto Rican schools.

 

The 4 million residents of Puerto Rico, plus the 1.3 million who live on the mainland, must apply for the new, more secure documents that are available beginning today.

 

 

Tall ships from home: Standing tall within the fleet of tall ships arriving Wednesday for the 2010 Cleveland Tall Ships Festival will be two majestic vessels from European ports, the Roald Amundsen from Germany and the Europa from The Netherlands.

Representatives of the Dutch community plan to welcome the crew of the Europa with bouquets of flowers and maybe Dutch beer. The German community, meanwhile, will host an onboard "Tall Ship Family Reception" July 9.

 

People are welcome to board the Roald Amundsen, meet the captain and crew, enjoy refreshments and tour the unusual vessel. Once equipped to service the military fleet of the former East Germany, the 165-foot brig is now used for sail training by a non-profit group out of her home port of Eckernforde, Germany.
