This past week going by Frank's yard I saw that it had been ploughed and he was looking around it kind of concernedly. I don't know Frank--have just met him a couple times. But I'm wondering if anything can be done by the community to help him fix up his other house next to this yard so that he can move in again? I think what the city did in demolishing his other house was not correct. Frank Giglio's property
Below are pictures of Frank Giglio's recently bulldozed lot. It appears that the new owner of ONE lot mistakenly thought that both lots were his. It will be a costly mistake for the new owner, Justin Hughes, since Frank is seeking legal advice. The lot still owned by Frank was illegally bulldozed.
Unfortunately, the plans for Frank Giglio's property do not include Frank Giglio. Never have and never will.
Thank you for your concern, Lady. I am also concerned about Frank's well being at this time. The repeated harassment over this property has taken its toll. I think there is a gold mine buried on his property.

While he may not want to move away from his house; the "Tremont Regime" obviously have worked tirelessly to eradicate Frank Giglio from his homestead and all the hints to date have apparently not sunk in...This is code enforcement at it's best.
Sadly; Frank Giglio is the poster child for "CODE ENFORCEMENT STEERING" in Cleveland, Ohio. The entire Frank Giglio story is a perfect reflection of a community development organization really outgrowing itself and violating the vulnerable citizens far beyond words.
They knew about the ODOT plans long before anyone else....making Frank's property prime real estate.
They targeted him for Code Enforcement through the CDC.
They probably obtained an illegal warrant that led to them "condemning" his property.
They worked tirelessly to steer him out of his home to accomplish their underhanded mission.
Their actions resulted in his house being demolished.
Their actions resulted in obvious and irreversible damage.
The stress from their actions alone has led to some severe results for both the community and Frank.
Their help for him was nothing more than a ploy to underhandedly take over his property for their long term plans which they were not sharing publicly anyhow.
They did not use their resources to help stabilize his property.
All of thier funding was a betrayal to the citizens of the community.
Future development will result in this location that will be the dream of all the yuppies who wish to eradicate "blight".
A human being's life has been forever raped of all it's rights......immeasurable damages should be awarded to Frank Giglio for all the pain, suffering, and hardship he has endured as a result of their actions.
No collaboration was conducted to save this man's home & life...they simply wanted him gone...
This is a reflection of how they've steered out countless Clevelanders who did not pay to play; who did not tolerate corruption, and who did not fit the bill of these people's regime!!!!
If they found out he was doing anything to recover his other home.....The regime would target anyone and everyone involved with helping Frank Giglio stay in this community..... who would win????

If you have any sway with Councilman Cimperman, please ask him to help Frank get relocated and justly compensated for his property. This has been more than a nightmare for him.

Upon sheriff's sale....an eviction should have ensued from his "squatter's/owner's rights".....even if he was simply living on the land and not in the house. It's pretty extraordinary that they must have forgot to do this....especially when everyone in town knows that Frank's been staying there the entire time....
You know, in Ohio, it's illegal to evict a tenant outside of the perimeters of housing court? Wow, talk about a bulldozer eviction....heinous!!!!! So, this is how we treat our seniors? Interesting food for thought....

Unless I overlooked the link you provided, I did not see Justin Hughes name mentioned. What makes you think this?
Frank Giglio was at the auction and told me that he saw one of the Leneghan brothers at the Sheriff's auction.
Two possible scenarios for the bulldozing
1: Justin Hughes, llc., the new owner of ONE lot mistakenly thought that both lots were his and bulldozed the lots.
2: The City of Cleveland wasted valuable resources to benefit the new owner of the property and bulldozed both lots.
If the City of Cleveland decided to waste taxpayer money on bulldozing the new owner's lot, the question is why? There are 1000's of vacant lots scattered throughout Cleveland. If city workers are working on a Saturday cleaning lots, why not go to some of the other 1000's of vacant lots and clean those lots. Why wait until after a new owner purchased the lot and then clean the lot for that owner?
The decree of confirmation finalizing the sale of one lot to Justin Hughes was issued on July 15, 2011.
On SATURDAY, July 16, 2011, both lots were bulldozed.

Frank Giglio - the truth
No, the City of Cleveland never honestly tried to help Frank. As a matter of fact, they did not want me to help Frank either.
It is important to note that Frank owed NO mortgage on this property. He could have easily gotten loans or grants from the city to correct the violations.
Frank is no senior citizen, but rather a mentally ill person. And the City of Cleveland, Joe Cimperman, Tremont West, Building and Housing, Housing Court, etc., were all made aware of his mental health issues.
Housing Court at one time issued a 1.5 MILLION dollar bond for Frank over petty housing code violations, and he was repeatedly incarcerated over this house.
As a former long time employee of Cleveland Housing Court, it was obvious to me that Frank needed help, and he never received the help that he needed. I have been helping Frank since I first served him notice of housing code violations and a summons for court back in 1995. His mental condition was obvious to me immediately. That is why I helped him instead of hurting him as the city did. And I was criticized for helping Frank since I was an employee of the court at that time.
Frank filed a motion in Housing Court and in the motion he requested that all correspondence from the court or city also be sent to me so that I could help him by preparing the appropriate legal responses, make sure that he understood the process, and to make sure that he had a ride back and forth to court. The court/city did send me a couple notices at first and never sent any more notices as Frank requested. They left me in the dark - on purpose .
The City of Cleveland, Councilman Joe Cimperman and Tremont West Developement wanted Frank out and wanted his property.
I spent dozens of hours cleaning out his house to save his belongings from being dumped in a dumpster. There was a court order to clean out Frank's house and dump his belongings in a dumpster.
Nothing Frank or I did to correct the violations and get the city off Frank mattered.
They were determined to take his property and they are now working to take his other lot as well.
Mr. Giglio owed ZERO mortgage on his property - I was there
At the time (about a year ago) Frank was aware I had a car and Mr. Giglio asked me to help him at the Cuyahoga County Tax office.
I went with Frank to the County office.
I was with Frank in the County offices, (which was after the demo but the demo rip off expense had not been added to Frank's taxes), and the County employee explained Frank owed - as I recall a small amount like $218.00.
The system has radically abused Mr. Giglio. "Abused" is way, way too kind a term.
Was there a malevolent motive behind this action - the demolition of Mr. Giglio's house?
From the investigation I have done, the answer is "YES". Malevolent. Purposefull

Mr. Cimperman was on notice to the issues (because I emailed his office on December 8, 2008 - see prior link) and Mr. Cimperman seems to have intentionally taken actions which were not in the best interest of his constituents.
I should also add here that I have a guilty conscience because I was a sincere and interested but inadequate advocate for Mr. Giglio (and there are several others of us who deserve some credit).
I recognized and knew that intervention and immediate help were needed , and even though I came on the situation late in 2008, for many reasons, I was not able to effectively provide the energy and actions which I was aware would be needed.
If I had been George Soros, this would have turned out differently. That's for sure.
And that's the AMERICAN WAY. Citizens be damned.

This is the first I have heard about this poor man's struggle. What an abuse of power and an outrage. Is there anything we can do to help?
Also, my brother had a house that had a fire New Year's Day. He has the misfortune of having Cimperman as a neighbor. This property was a rental property in Ohio City and has a garage that he uses to store his landscaping equipment.
Well we had requested to both Cimperman and Wobser that the house not be demolished until his adjuster got there. Guess what? It was in the process of being bulldozed when the adjuster got there.
Then they filled the property with trash ridden dirt. We protested, took pictures and they came out to remove some of the soil not all of it, only to have it filled again with trash ridden dirt.
He told them to stay off his property, it is privately owned. But these people sometimes act like little nazi's with their local "power". It is ridiculous.
He is now fighting to try to get electric to his garage, ah the city.

Eviction vs Squatter's rights in Ohio
As many know, Frank has been living in the rough on the property for years. There are those who can document this with photos.
Where the home was demolished a year or more ago, and Frank continued to openly live rough on it, it would appear that mere transfer of land title would not act as a concurrent eviction.
This is an interesting issue but will, if pursued, ultimately require a sophisticated legal dance.
Is there a legal Fred Astaire out there who has the time, tenacity, money and interest to take on this challenge?
Here is an article which describes squatter's rights in Ohio (21 year continuous adverse possession required under Ohio Revised Code § 2305.04) - eviction stance may be more appropriate for Frank in this case.

Can anyone explain why the taxes for this vacant lot parcel # 004-10-028 went from $60.93 for half a year to $331.65 for half a year in 2010? From $71.86 a year to $663.30 a year?

Frank is impoverished.... he qualifies for a POVERTY AFFIDAVIT that makes it FREE TO FILE his claims against these people.... Someone just needs to help him make his claims and submit them to the courts with the notarized Poverty affidavit he'll get from the Legal Aid office of Cleveland. This is all so fricken absurd....

1) On the recorder's website as of right now.... the property has NOT been transferred into the buyer's name.... it remains in FRANK GIGLIO's NAME!!!
2) The confirmation of Sheriff Sale only happened on 7/15/11...which means that the Giglio still owned it till that moment...no holds barred.
3) The City of Cleveland Demolition Department worked faster than EVER BEFORE to allow this demo... talk about "PULLING STRINGS!"

SO, that would have meant that at minimum....FRANK could not have been adversely removed from his property before any demolition would have occured.... Maybe even with a 3 day move out-he'd have up til the 1st of August to move..... but NO EVICTION ACTION WAS ENACTED.... bypass the law, bypass Citizen rights...and keep demolishing people's lives...even SQUATTERS... WHAT KIND OF AMERICA IS THIS????? To beat all that, Frank Giglio is mentally ill and is being totally taken advantage of in this scenario....extraordinary... Looks like you found the 'smoking gun' the FBI was looking for. I think I have to take another ride to their office with this information. If the FBI thinks that they are overwhelmed with the county corruption, wait until they start hauling in the city corruptors.

The Tremont Development Corp. properties on West 3rd are were their concrete businesses are operated out of. I believe they operate under the name of Westport Contractors. I have to go back and check the file but this company is owned by Tom and Pete Leneghan.

SO, that would have meant that at minimum....FRANK could not have been adversely removed from his property before any demolition would have occured.... but NO EVICTION.... bypass the law, bypass Citizen rights...and keep demolishing people's lives...even SQUATTERS... I have their design, plus several investigators on this board have said their searches said the same. It is not to be sold to ODOT.
However, it is the first intersection coming off of I-90 and heading down West 14th. So while at least it won't be an ugly but perhaps useful gas station put there, we may expect still one more restaurant or bar. A bar on every corner and one in the middle or maybe two would suit them fine. They have never heard of the law of diminishing returns or else they think it has been repealed. Wait until all these places are abandoned for the next "in" area.

Lily tells me only one person has donated any money
to help pay the real estate taxes on the lot Frank still owns, taxes that were suddenly raised much higher, Lily says to try to take this lot from him. So while we can all ask that they do this and that to help him, as they should, we can all help in a positive way by donating even a little money, or set up your payroll deduction to send a few bucks every month. Artists make little money, but they could still kick in a dollar or two. Frank gave huge parties, invited many people. And not one of those people has done anything positive to help him out so he won't lose this lot.
