From the CITY RECORD OF THE CITY OF CLEVELAND, OHIO April 07, 2010 Ord. No. 158-10. By Council Member Sweeney (by departmental request). An emergency ordinance to make appropriations and provide current expenses for the daily operation of all municipal departments of the City of Cleveland for the fiscal year from January 1, 2010 until December 31, 2010.
Whereas, this ordinance constitutes an emergency measure providing for the usual daily operation of a municipal department; now, therefore, Be it resolved by the Council of the City of Cleveland: Section 1. That to provide for the current expenses for the City of Cleveland for the fiscal year ending December 31, 2010, the following sums be and they are hereby appropriated viz: The sum of Five Hundred Eleven Million, Three Hundred Fifty Four Thousand, Eighty One Dollars ($511,354,081) from the General Fund; The sum of Fifty Three Million, Five Hundred Eighty Three Thousand, Three Hundred Ninety Six Dollars ($53,583,396) from the Special Revenue Funds; The sum of Twenty Seven Million, Two Hundred Twenty Six Thousand, Nine Hundred Fifty One Dollars ($27,226,951) from the Internal Service Funds; The sum of Six Hundred Forty Five Million, Eight Hundred Seventy Three Thousand, Eight Dollars ($645,873,008) from the Enterprise Funds; The sum of Ten Million, One Hundred Twenty Six Thousand, Seven Hundred Sixty Two Dollars ($10,126,762) from the Trust and Agency Funds; The sum of Sixty Two Million, Four Hundred Eleven Thousand, Three Hundred Twenty Seven Dollars ($62,411,327) from the Debt Service Fund; All set forth in the Mayor’s Estimate on file with Council and identified in the aggregate amount for each department as follows:

Section 2. Estimate, but are appropriated to the several departments, offices, and purposes in the aggregate for I. - Personnel and Related Expenses; and II. - Other Expenses and are not severally and individually appropriated in said detail. Any unencumbered balance in an appropriation fund at the close of the year 2009 is hereby appropriated to such fund for the payment of unpaid obligations lawfully incurred in 2010 or prior years. The Mayor’s Estimate, File No 158-10-A as modified by the schedule published pursuant to Section 39 of the Charter shall within the sums appropriated in Section 1 hereof, constitute the expenditure budget for the year 2010 and shall be subject to the control of the Mayor, provided, however, that no transfer from I. - Personnel and Related Expenses, or II. - Other Expenses within any department or office, or from one department or office to another shall be made except as provided in Section 41 of the Charter.
Section 3. for the amount appropriated in this ordinance, whenever claims are presented properly approved by the head of the department or by the chief of a commission for which indebtedness was incurred.
Section 4. vote of two-thirds of all the members elected to Council, it shall take effect and be in force upon its passage and approval by the Mayor; otherwise it shall take effect and be in force at the earliest period allowed by law. Passed March 29, 2010. Effective March 29, 2010. Well, apparently our councilman and some folks have directed me to the CITY RECORD for answers to those questions which he refuses to publicly answer..... So, since I don't have the money to go out and play, I love to research, and enjoy reading... So I am trying to get the answers....digging up bones along the way, incidently....
Poor Mr. Cummins, he really has ignited my passion to figure things out the hard way.... His counterparts at Council will be very pleased to know the in depth revelations that are red flagging the reading and getting cited daily.... What have I got to lose by informing the public at large of the CITY RECORD info? You know, the little things that they try to slide by the residents when they aren't paying attention...
Reading & blogging are some of my respite activities after a long day of mitigating family needs... They hold me accountable everywhere I go to get help. Why shouldn't the City Council be held accountable and the County Administrators?????
I didn't spend 9 years in uniform, serving our country to see the very leadership that is supposed to "protect" our residents-be the ones who abuse our citizens!!!!
They have decimated the spirit of too many citizens in this city....they deserve to be held accountable. It's tragic to look over the last 35 years since community development was effectuated and see how it's entire existence has been a contributing factor to the demise of uncountable neighborhoods...
Maybe now-there are a few CDC's learning to become independent of the federal funding.... but all too many who remain codependent for funding... Take those funds and help the homeowners and residents of Cleveland who remain here...you are getting millions of dollars...heck there are only a few hundred thousand residents...and I am sure the majority could use some direct assistance...but that would be too easy....what a fiscal joke of trickle down economics...but the Executive Directors of those agencies are making unreal paychecks! Lovely.

Today, the PD reports Cuyahoga County Treasurer Rokakis has asked for government officials involved in the corruption investigation to resign from office...
Should that apply to Cleveland City Council President Sweeney, as well, and should we trust his budget... is he using it to help other corrupt businessmen "cut through bureaucracy", and why on Earth would citizens want that, considering who he has helped "cut through bureaucracy" in the past (who is going to jail)

I got a letter in the mail today saying from MARTIN SWEENEY saying that City Council "UNANIMOUSLY" voted yes to place these issues on the ballot... wow..... wake up City of Cleveland residents....

THE CITY OF CLEVELAND CHARTER:
On one side of the page, they write in layman's terms... on the other side....it's almost confusing to read-the way it will read on the ballot....
I'll have to reread it several times to make sure I am NOT supporting the idea of them getting away with more fiscal murder under the premise of "sustaining ward integrity"....my God...they are really wizards down there at City Hall when it comes to writing up some laws that save them THEIR JOBS through the TERM!
They didn't work that magic for the water department, the police, or the firefighters that were laid off recently....did they???? Hey-while we are at it.....why can't they draw up a quick law that keeps all those teachers from being laid off at the CMSD???? But, amazingly, they can draw up a CHARTER AMENDMENT that empowers them to remain in their positions even when the Census is going to totally disrupt their "politics" as usual momentum.

They seem like they are trying to save their own jobs by changing the charter and trying to tell us that it's because they want to insure that we don't get our wards sliced up when the census bureau statistics are in.... they already anticipate the results...but they have known for too long anyhow!
HELLO... They didn't care last year when they pulled that sliced up mess without hesitation which disupted wards throughout Cleveland in an election year, without effective planning, and without consideration for the rest of us!
Now-they (CITY COUNCIL) need the voters to SAVE THEIR JOBS! I think it's a day late and a dollar short...they created this defunct city environment after years of systematic abuses...perhaps it's time for them to be left out hanging without a job...WHAT COMES AROUND-GOES AROUND...VOTE NO ON ISSUE 18...
Okay...and this is only ISSUE 18.... wait til you catch the other flip side of this coin....
ISSUE 19 is where they are whimsically trying to update the Charter every 10 years instead of 20 years and get 1 year instead of 6 months to finish this process....with a panel of 15 folks... They are really talented at confusing the little people....experts I'd say.
Wow...an entire year of 15 folks reviewing the City Charter who get paid like $75k per year....hmmmmm?????
I might support this if I knew who who the commission was and (councilman/consultants/etc)... how much direct time was being consumed to make amendments.
I actually think that if every 4 years when the council was elected-that they were forced to go through direct training and review of the City Charter and Codified Ordinances-that so many LESS Laws would be violated and many more citizens would have justice...but they are apparently shooting from the hip on surviving being council reps without a true awareness of the charter/codified ordinances etc required to be in their positions...
In layman's terms... I will VOTE NO on their proposed amendment ISSUE 18- because it's time for change and it sometimes begins with the same leadership that assisted us in getting into this dysfunctional position in the first place.... CHOP CHOP....let's get rid of the drains on our budget-$75k a pop....one councilman at a time... Let the rest get rigidly aligned to shape up or ship out too!
In accordance with the City of Cleveland Charter, Cleveland City Council appointed a 15 member Charter Review Commission that recommended a series of changes to the City of Cleveland Charter. Cleveland City Council placed six issues on the ballot that included some of the Charter Review Commission's recommendations and were approved by City of Cleveland voters. Change in Government: Call in the National Guard!
The United States Army is one of the Largest employers in the WORLD. Perhaps their ability to sustain operations using repititious Standard Operating Procedures that are consistent, offering accountability measures at all levels, and their uniform ability to consistently react to "change" in their environment assists them in accomplishing missions around the globe.
Perhaps it's time for the State of Ohio to call in the National Guard to cease and desist the never ending violations of our democracy.
The fat cats have lived large at the expense of our residents for way too long. They have terrorized our citizens with corruption. They have violated our civil rights. They have intimidated us. They have abused our citizens with uncountable systematic redundant community programs that create a confusing nightmare of paperwork that disenfranchises the public from actively engaging. Our residents don't vote. Our residents don't trust the leadership. They are living in fear of whistleblowing. They are reacting to retaliatory practices by the leadership.
Democracy in Cleveland only works for the "connected folks", the ones who don't speak against the leaders who are violating the general public, and there is no one with the cahunas willing to challenge this old school leadership that continually reaps the benefits of being in a seat of power.
How did our city get so out of control? How did these leaders learn to get so bold in their corruption? How long must it continue before the citizens get relief? When will change actually come and justice prevail? Do we all leave the community to get relief-empowering them to continue with their business as usual games?
Leaving seems to be the way to survive this warzone. The current leadership is not capable of going against the status quo to uphold democracy and to stand up against the majority of the corruption. Too many folks are intertwined in this nightmare mess of corruption, collusion, and we are infested with too many folks scratching each other's backs to overcome this entire nightmare any time soon! Too many people are involved in this corruption and too many folks are related to each other... the FBI would have to take out practically a majority of seated leadership for anything practical to occur which would offer respite to the public at large.
Simply put, it's time for CHANGE...That's what the voters asked for with the new COUNTY COUNCIL to be elected in the Fall. Will the citizens see past the politics as usual to make a profound difference for themselves?
