Gambling with Cleveland's future

With all the civic investment options out there, including my favorite the wind energy manufacturing industry, who in their right mind would suggest bringing another "circus" (read "entertainment" - the Roman's claimed that to keep the citizenry complacent all they needed was "bread and circus") element into Cleveland on top of the other circus element elephants - namely  the Brown's 360 day empty per year stadium and the Jacobs 1/2 year empty field - already in Cleveland? Â
Look at what Sudbury, Ontario, Canada has put their money and energy into :

The Sudbury community has partnered with the German wind turbine firm Repower to install a manufacturing plant in Sudbury.Â
Now, honestly, (even ignoring all the social cost implications of gambling) isn't an investment like Sudbury's less of a gamble than investing in gambling?
Owning up to my opinions
Due to my lack of familiarity with posting protocols on this site, the above post advocating for wind industry and against the gambling nonesense was posted without my name - so here it is!
