In prior introductory briefing comments from the EPA, the audience was informed the MCCO plant license had expired in 1998, I believe, meaning they have operated without a license for over a decade.

The EPA briefing stated in that time MCCO has had operating violations.

An expert at the Sierra Club, in Austin, Texas, who I consulted on overall pollution monitoring and regulatory concerns here, indicated legal action should be taken against MCCO for violation of the Federal Clean Air Act for operating without a license, and I was told the fines are considerable.... I believe I was told over $37,000 a day.
